No, any controller lets you do that. You have a pretty big window to do the punch for the boom input after a forward input, and daigo used that to walk forward a bit before throwing the boom. He also does this with flash kick to let him combo into ca after df.hk

Because he was using hitbox, which allows to press forward while holding back so he buffers sonic boom

After you finished back charge and press forward for Sonic Boom, you have couple of frames before pressing punch which you can use to walk a little bit before actually perform Sonic Boom This is not HitBox exclusive. Just timing.

In theory this game has 3 frame input leniency which means that if you stop charging you still have charge for like 3 frames which you can use to walk forward. This works for example with Zangief's Critical art where you can do 540 degree rotation first then move forward a step and only then press the button to finish it. The game remembers your 540 motion for 3 frames and you can walk.
