Dropping to the floor like that is his individual choice it’s got nothing to do with Jiu Jitsu in general, all Jiu Jitsu matches start from the feet and all good Jiu Jitsu schools teach takedowns

I wouldn't call this pulling guard, he just dropped into guard. if the other guy did the same then they probably handfight a bit and eventually grab a leg. pulling guard is essentially a reverse takedown, where one drops into guard but pulls the other into it as they drop.
