Those carriage bolts can be easily cut off. Better the weld the bracket on.

You can use a hand saw and cut through all of the metal.

100% just use a hack saw to cut one side of the bolts off

Is there a reason you couldn't use a 1/4" spacer on both sides to not cut the gasket?

with adding spacers you create a purchase point for a chisel or the blade of a sawzall. this may be all that is needed to defeat the lock guard.

@@firemanpiggy thats what i was thinking we use these to store our tools but man they keep breaking into ours 5 times already probably total of 500k worth of tools

With any lock, there is always the possibility that someone can break it. This type of lock is to prevent someone looking for a easy score by bolt cutting off a standard pad lock. Breaking this lock will require time, effort and lots of noise which is enough to stop most from attempting to tamper with it.
