This is a dumb question, but is he half bending up to the chord tones? Or is he half bending the chord tones sharp?

He's half bending up to the chord tones. At the end when he plays the scale, he's bending a half step up from one fret below. So he plays the "2nd fret," scale number 2, then bends up from one fret below, the "1st fret," minor 2 scale degree. Then he'll play the "4th fret," and then immediately bend up to it from the fret below, 3rd fret. So on through the scale. He does it fast and doesn't explain it too thoroughly that he's doing that. Jerry also often does full step bends up into the major 3rd, so from the 2nd fret. Classic country move. You should instantly recognize that one. Blues likes to full step bend from 7 up to 8 in minor keys, so frets 6 to 8. But also don't forget about the option of bending down too!
