Who exactly are these quote unquote “judges” in game shows that the hosts ask if they accept or decline a mispronounced or unknown answer if the contestants got confused or if they got the answers in time

Usually it's two producers off to the side. I recall an episode of Figure It Out where they made an appearance and they were wearing judges robes and wigs.
