Kasparov did it before evolvement of chess engines,so it counts either the same or even better compared to Magnus Infact Fischer is regarded the greatest chess player of all time but his peak rating was 2775,which was around 120 elo points ahead of his closest competitor Spassky at that time,so you can imagine how hard it is to get their without help of chess engines.

31 point at this level is very high, in fact Carlsen has to play only against players rated bellow him, if he loose he lost a lot's of point and if he win he will only won some point like 3.... It's Elo system, same in some Video Games like CS:GO, Valorant, LoL,... It's not perfect for the top players but ok for the rest

there is a phenomenon of 'elo inflation'. Back then Spassky was 2660 or something when he played Fisher, so you have to account for that. Also many of recent tournaments were online (so they don't count for rating), thus recently players didn't have that much practice.
