It's probably rhe cell shading doing most of the work, the actual character animation is pretty much the same, it's just that the redesigns in acceleracers were kinda downgrades.

Mark in world race A teenager who recently got his license juts like Vert, always looked up to his brother Kurt despite said brother never thinking he was capable of something great, was confident, cocky, rebelious, wasn't a very good driver, but he was also brave, a good teammate, a good friend and most importantly, he had a good heart, promissed that he would never cheat to win Now Mark in acceleracers A young adult that went to prison for 2 years because of a deal his brother convinced him to get in, said brother also promissed that no matter what happens they would be together, but that turned out to be a lie, Kurt abandoned Mark, Mark....died in prison, the name is Wylde now, Wylde hates Kurt, Wylde only cares about winning and revenge, Wylde is not only rebelious but ignorant as well, Wylde doesn't care about beating the drones, he only cares about himself, and most importantly, Wylde's heart....is broken, he's blinded by all this hatred that consumed his soul....but in the end, Mark was saved by his brother, his heart has been restored, he's no longer blinded by hatred, and is now Mark once again Mark in the acceleracers' sequel oh wait....DANG IT! how come we STILL don't have a sequel, it's been 16 YEARS!

Not only that but Mark loses almost the same exact way. Both here and in the Junk Realm he takes the corner too wide to try and get around Kurt which causes him to spin out on the ice here and get hit by the wrecking ball in the Junk Realm.
