Easier than you think. There are tons of bad, failed and wannabe actors looking for any role they can get their hands on and will more often than not work for dirt cheap, then add in the fact that the average person can do general film editing and CGI in small amounts on their own and fairly inexpensive nowadays so making a movie like these isn't that hard and will cost as little as you think they would. Since most of the directors/producers think they have some spectacular vision or a legit cash grab and are in charge of everything as long as everyone gets paid none of the other crew or cast really care. The crew gets paid and the bad cast gets roles they think will lead to their break out role to becoming a bigger actor
