I hate to say it but most people stopped caring about Hilary Duff years ago. Although I am very happy she is back, most don't really care and won't buy her music. Not to mention most younger kids have no idea who she is.

It mostly has to do with radio. Radio only really plays what is PUSHED at their formats by the record label and artists. It's up to the label to send a song "for adds" at a format for it to get initial play and a combination of both the label and artist to push it from there for more airplay. Unfortunately, Hilary's label, RCA, did not deem it necessary to send Sparks for adds on Top 40 radio so it's not gonna get more than a few dozen plays because there has been no push.
