You have to understand, his grandson got a personal mentor, while so many children of Konoha hero who sacrifice for the village end up orphan that are used as killing tool by Danzo, or experimentation by Danzo/Orochimaru. The most important part is, during the second(3 sanin), & third shnobi war, kid at kakashi age are on the battlefield, while we never seen Hiruzen in action. This go against the will of fire that he preach to the children in ninja school, to sacrifice yourself so that new leave can grow, also the original intention of the village is to not send children to war. The best evidence of his hypocrisy is that during the 9 tail rebellion, he didn't use the forbidden art instead, wait and let many live lose during the process, while Minato did not hesitate to use the will of fire to sacrifice himself for the village. Another point, when you mention Hiruzen wanting naruto to grow strong, I disagree, Hiruzen could have at least provide basic necessity like food for naruto to have the nutrients to grow up strong, but nope, naruto can only effort junk food that stun his growth, it could also be the reason why Naruto is mentally slow, compare to peer. Compare that to his own grandson who have private mentor who is a pretty strong shinobi as well, just show how much he care for naruto to grow up strong, and not trying to be the only light in naruto world. About the Uchiha clan, it was after the 9 tail rebellion which Hiruzen decided to isolate them at the edge of the village. Remember, the Uchiha clan abandon madara for the village, they want peace. They won't just rebel if the village did not discriminated against them, and if you mention about Tobirama policy, Hiruzen have decades to change that policy, that the power and responsibility of the leader, he choose not to do so. Also, This is technically a theory, but it is theorize that the Uchiha clan was put to fight the hidden mist during the third shinobi war, because their weak against the fog. The evidence is shisui reputation among the mist village, this make sense if we assume that the Konoha F4 does target the uchiha clan to continue Tobirama policy. But it just a theory. For Danzo, This is the case of incompetent leadership, or the theory is, hiruzen is a better manipulator to make danzo done dirty thing for him, but even if that is not true, It is still Hiruzen being very incompetent to allow a force that is not loyal to the village or him, but only to Danzo to exist within the Anbu, and even try to kill him. The root are technically a part of Anbu, which should be loyal to the hokage, so it especially incompetent of Hiruzen on this part, making him the worse hokage due to shear incompetent or the most cunning hokage due to his manipulative tactic. Some root member are also member of big clan, which, if Hiruzen didn't allow, would never be willing to send their own genius out to be train as killing machine instead of training those kid themselves to be the piller of their family. Some of the part maybe due to coincidence, but even if the author pump out a pot king(Danzo) to be responsible for most of the bad thing happen in the village, it doesn't really help since, those responsibility fall under Hiruzen as the leader of the village. Although, I went into fan theory a little bit, it barely scratch all the theory of how much worse of a hokage Hiruzen are. like there being 3000 sarutobi ninja pumping out during the 4th shinobi war(due to his corruption), or White fang death being a political struggle, or Neji father death is due to Hiruzen supressing the hyuga clan after the fall and decline of Senju and Uchiha making Hyuga the biggest clan, so it another political struggle. Even Asuma being the guardian ninja is Hiruzen paving the way for him to be the next hokage in theory, as Hokage are appointed by the Daimyō whose the guardian ninja are protecting. There are so much fan theory, but those are the most reasonable to explain why he either fail as the hokage, or excel and bring his clan to prosperity.

There a lot of naruto fanfic nowaday, and most of them hate Hiruzen, so yeah the fan theory is very well developed in that department, maybe i"m too hash on him.

Hiruzen has a reputation in part one bigger then hashiramas? Why do you think he wasn't fighting we just don't see it we see legendary battles like the sanin because they are still in the story and relevant Point 2 food Naruto likes ramen hiruzen cannot check his daily diet nor can he trust anyone to do it clearly based on how in chapter one even clan heads like chojis dad wanted him dead Part 3 a tutor I have 2 main reasons konohamaru was born later then Naruto far from the nine tails attack and therefore more ninjas available 2nd going back my last point who even his academy instructors didn't teach Naruto and ninjas where chanting for his death I'd like a name if possible of someone hiruzen could spare and that would be trustworthy enough 4th hiruzen was going through one of the most chaotic couple of years in Naruto and lost his wife and child and someone he seen as a son I think it's ridiculous to say based on a few errors that where forced on him by danzo he is the worst Hokage when he had the hardest time

I think he was bad when it came to how Naruto was raised, but people are biased because Naruto is the main character. Wasn't Sasuke living alone too after the massacre? How many orphans did orochimaru create? Hiruzen sucked when it came to dealing with orochimaru. I feel like danzo was out of control, and he had the elders on his side

I think the worse part about Hiruzen is that we never seen him taking action, all his career, his has people protecting and letting him grow, like during the first shinobi war, his teacher sacrifice himself to let hiruzen have time to grow time, during the second shinobi war, we never seen him taking action, only the 3 sanin, during the third shinobi war, it the worse part as Hiruzen doesn't take action while children are now send into the battlefield, we got kakashi team, and might guy team on the cut scene. Even a kid like rin know the will of fire, and sacrifice herself so that the village doesn't suffer because of her. meanwhile, for Hiruzen, it take Orochimaru to cut the dying leave so that new leave can grow. (it is theorize that every shinobi decide to not help Hiruzen out because everyone know how bad he is, as the darkness in konoha continue to spread) It isn't all about naruto here, but about The Character trait of hiruzen being made to be very bad. Now it could be a coincidence, but too many thing are stacking up against him. Maybe his imagine will prove, if we got a canon plot of him actually putting his own life on the line for the village, because Orochimaru pacifically targeted him, so it doesn't leave that much of an impact when Hiruzen spread the will of fire as he die.
