You're judging a meeting based off off a 10 second clip? Plus, sistani is 90 years old. He's doesn't claim neither do those who follow him to be an infallible. Not that it's important to really respond to you because you don't know what you're talking about. However, it would be good to know that sistani issued an order against isis that led to a movement against them. Also, due to the political climate of Iraq, sistani hasn't been able to leave his house for years due to threats to his life.
