I believe Germany would have united at the same time. If Napoleon never existed then Germany would have taken a lot longer to unite because there is no threat to their sovereignty. The Germans have always felt they were one, they just never wanted to be united.

Oh but Bohemia opted to join the HRE so they lost their right to have a say in the matter. That's why they weren't invited to the Munich Conference, they are still a de jure state of Germany. Once you become the capital of Germany there is no going back.

It used to be an empire where the emperor was appointed by the pope and the pope crowned him the Roman emperor. (Called holy to differentiate this and the ancient one as well as to emphasize the Pope's role in it) it used to have a bunch of not so powerful rulers pledging loyalty to the emperor and was more centralized (like the Kingdom of Germany in the next pic) Eventually, rivalry with the pope or smth made the states more independent and more fractured as ever as the holy Roman emperor loses control of it's territories
