Because she was supposed to be catalyst for Laurel to become BC, passing the mantle down to her. But Sara was such a great character that fans started to consider her the perfect BC and wanted her to come back. Since there was no more place for her on Arrow, they sent her to Legends.

There is literally Dinah Laurel Lance on arrow played by Katie Cassidy not Sara Lance she was just a weird version of laurel's origin into becoming the black canary she was meant to stay dead but brought her back for some reason. The writers treated dinah laurel lance so poorly and sidelined her and nerfed her and the new writers just completely shit on her and killed her and replaced her with "dinah drake" even though dinah drake was already on the show as laurels mom but she was never used because sara was basically used as dinah drake as laurels origin

I was so happy when I thought you were saying Katie Cassidy, but then you said Caity Lotz and I cringed. Sara was meant to be an adaption of Dinah Drake's role in the Canary mantle, but no go off and claim her as Dinah Laurel and Black Canary when Katie Cassidy literally plays Dinah Laurel Lance and is the only character on Arrow to be called Black Canary. (I refuse to acknowledge the new Dinah Drake they introduced because she's literally just damage control and Sara in season 2)

Black Canary is in my top 3 female characters and I love DC but I feel like the last 4 DC has shit all over her. On the CW show Arrow (I love all the CW shows btw) I don't blame the 2 actresses that have played her, they did the best with what they had but the writing of her character has not been written well or written ANYTHING like the strong woman she is. The CW Black Canary is written like heroes on the HBO pilot show Justice League, nothing like the comics at all in an insulting manor. I must say again I don't blame the actresses at all, for what character was written for them they did as good as anyone could. And not having a founding member of the JLA in the new 52 is crazy.
