It's the background of the final boss of FF6, Kefka. The similarity is probably intentional, since FF6 is one of Toby Fox's favorite games and it was referenced in Undertale.

Get Floombo to make this an unlock in Garn through some insane method, I want my friend to play Garn47 but he wont do it without a reason. He loves Final Fantasy and this would be a kick in the NUTS. (If someone actually charts this for FnF you're crazy)
