Maybe they heard the fire extinguisher but they didn't want go looking because they don't get paid enough. Because they don't get paid enough, they learned how a dropped coin sounds when it hits the floor.

Thing is, when you throw an object, it's made to be a distraction. Just dropping something doesn't alert anyone. The sound is probably just as feedback of dropping the item, so to keep physics believable. I think it's a little overdone. It doesn't make sense for the "drop" sound to be so loud, especially if it's supposed to not distract NPCs. But that's a design choice they made. I personally would've made it so that 47 puts down the object, unless instructed otherwise by the player.
