it sounds bad, but i used to love roaming the halls on this level at a walking pace with a shotgun, killing all the guards first and just hunting all the civvies down. ive done it many times in my life.

Okay, I don't get something. In the case of that first gang member you push over a railing, how is it that his body isn't found? Beneath that railing is another floor, not water. When I do it, one of the standard guards usually finds the body and raises an alarm.

look at your map....or you can see how in the video he got there. Go around the side walk way after leaping over the rail. Climb the white fence thing to get to the top floor and follow the path to more stairs. Go up the stairs and there you go. Take notes when you watch the video so you get an idea of where to go.
