Don't think this is an overflow since that would mean you'd have around 2 billion planes (assuming it's an unsigned 32-bit integer) looks more like a simple arithmetic error, so it gives Syria -1 million planes and takes -1 million planes from France resulting in it actually subtracting planes, simple logic check to see if it's below zero should fix an error like this, just a minor oversight, but yeah the thing about electronic voting does apply here :')

@@NiekSchoemaker you are right that it is a logic bug. Not sure if it is just a minor oversight however. Because I assume (have not tested this) that just using a small amount of planes will work. Also that you get 1876018 planes and not 2 billion or 2.4mil (as he entered) is a bit strange. (I'm assuming 1 truck is important, that prob is the only thing that is checked, and then something else weird happens that transforms the 2.4 mil into 1876018). But that is just me armchair bug fixing. In reality it is something totally different ;).

It was an integer under/overflow. He had negative so many planes, that it wrapped back around to positive many.

The game used a signed int without a maximum entry check. This caused an overflow error changing the variable to negative. He then gave these negative planes to Syria... or you could say he removed negative planes from France. Essentially, 0 -(-1)=1.... Amazing game mechanics.
