The song is part of a conceptual group of songs. I forget what order they go in but basically this just showed the world they live. Del is a phantom able to summon and control objects. He brings a gorilla back to life because the others can't see him. Noodle kicks the resurrected gorilla, Del is sent back to his "cage," and the video slowly ends.

There's a backstory to it, but long story short, the bassist (guy doing the evil laugh at the beginning) is a Satanist- and all around jerk -who'd been doing occult black magic rituals in the cemetery earlier, and he unintentionally awoke the dead gorillas. His name is Murdoc, and he'd made a pact with the devil years earlier to become a famous rock star someday. Satan agreed to Murdoc's proposal, and he even gifted him with his own personal bass, named El Diablo, that he plays down in Hell, as an instrument to facilitate Murfoc's rock stardom. Above ground amongst the realm of the living, El Diablo can used to spell bind people and take control over them.
