We’ve spent a lot of time on this series talking about the effects of coronavirus lockdowns on the economy in general as well as the entertainment industry, specifically. The economic burden has been devastating to many, and it’s impacting other areas of our lives in really negative ways. It’s… not great.
Fortunately, there is at least one bright spot in the entertainment industry right now. Hollywood, and the film industry in the US in general, is a mess right now, but the Czech Republic is quietly coming to the rescue of some of our favorite entertainment projects.
Like pretty much everywhere else in the world, the Czech Republic shut down filming in March due to the coronavirus outbreak. However, they were able to resume filming in May, unlike the July reopenings in most other filming hot-spots. And how the country is managing it is just as important as the rescue itself.
The Czech reopening plan was developed in conjunction with health experts, sure, but also the people and organizations the plan would actually affect. More importantly, the guidelines laid out for the resumption of filming are just that: guidelines. NOT legally-binding regulations. This allows for the flexibility to accommodate the individual needs of each particular project.
More importantly, the guidelines expressly state that there are certain things that simply can’t be known during the unfolding of an epidemic, and individuals need to take responsibility for themselves and their projects. In this time of heavy-handed restrictions and over-reliance on the “wisdom” of experts, the intellectual humility and emphasis on personal responsibility in the Czech filming guidelines are both incredibly refreshing and incredibly important.
It’s also working. The Czech Republic has drawn some huge projects there due to its pre-existing qualities, but it’s keeping them there and keeping them closer to schedule than other locations have been able to.

You'd be surprised how many productions have moved to Atlanta. I knew someone in my high school graduating class that wanted to become a screenwriter and moved to Atlanta, not Hollywood, to chase his dream.

I went to a conference in Prague. I loved the city! I even began to understand the announced names of stops on the trolley lines.

@@romainegaza3851 Well, not at the moment, but when this all is over, sure, unless you don't know the language at all and refuse to even slightly move (aka work, get a job). But beware, our government is sometimes even worse, but it is the most memeable government ever. One of our politicians is known for being a drunk and having a foul mouth (Miroslav Kalousek), our president is getting slowly senile (Miloš Zeman), our current prime minister is also a businessman and what a lot of people would call an oligarch, who is being investigated for financial frauds even back when he was the minister of finance (Andrej Babiš), we still have an active communist party, though they usually just exist and do nothing at all etc. And some things our politicians said are so memorable, that people have made apps that play audio clips of those quotes, mainly from Kalousek, Zeman and babiš, bevcause those three are living memes. And that's just scratching the surface. You think AMericans have a stand-up shhow instead of politics? We are way ahead of them. And our satire somewhat evolved with those people, of course. I guess Reinhard Heydrich was right when he called us Czechs laughing beasts back in WW2...

It was more like it revealed the character and motivations of some celebrities. Some demonstrated that their primary motivation for their career choice was an insatiable need for attention, so without their usual venues, they took to social media to get attention through any means neccessary. It didn't matter how foolish, false, or authoritarian their statements and actions were, as long as they got their fix for their addiction. It's good in a way that the mask slipped and people know to not respect some actors they used to admire, but also in a way it's bad that we have so many entertainers with bad intentions and bad character. To note of course not all Hollywood celebrity actors are bad people. There's plenty out there still that both have acting talent and good values. It's good to recognize those who are respectable within a profession, even if that profession as a whole lost most respect it used to have.

I've been watching international movies and tv shows for years now, long before the pandemic hit. There are still great products made in USA, but there are also great things to watch from all over the world - especially if you don't mind subtitles. I think I first started branching out frequently when "reality tv" started booming and it seemed far too few writers in the US tried to craft great stories. I guess an analogy would be the US automotive industry of the 1970s and early 80s - they were churning out crap, and it took pressure from other countries for them to get their act together again.

It will be at least $200,000,000,000 to just cover unfunded pensions. Then after that there will likely be an additional aid package to help with the $570,000,000,000 in other debt. Then probably some stimulus to try and stop the bleeding. So all in all you’re probably looking at a bailout in excess of $1,000,000,000,000. I’m advocating that if CA wants a bailout then they need to split into separate states.

The problems arise when the government assumes a nanny position, and everyone expects the government to keep other people responsible. That's when the problems start.

Also, like you said: "Me not driving recklessly also keeps me safe." This is true and means that people are incentivized to follow the rules for their own good. This is not true for spreading a virus that you already have, at least as long as neither the society or the government will punish you for it. It's also what I talked about in my original comment.

@@jazzip007 ​It's forbidden under certain circumstances for people to drive (drunk/drugged, no license) and there are speed limits and driving regulations. These are limitations of your freedom for the safety of others. Completely taking cars away would be a very big limitation of freedom (though mostly because we are so used to it), but it's also never an actual talking point. It's always about making it safer/more environmentally friendly rather than banning it (mind you, this isn't that the individual uses them more responsible but that manufacturers improve them). Now, what's the difference to this pandemic? Firstly, in the beginning the scale of the problem wasn't known, so it's wisest to overreact rather than underreact. Secondly, uncontrolled it's much more dangerous than traffic, once out of control you won't be able to go back. Thirdly, it's temporary. Fourth, a single reckless person can't just make a single accident but infect dozens, while otherwise responsible people don't even realize they could be a danger or know how to act accordingly. The motivation is also much less if it's just to protect others and not themselves. And lastly, no matter what the government does, the economy will take a hit. It can just choose to try to regulate this hit or leave it to luck. Also, while you can argue about the necessity of a complete lockdown (with stay-at-home orders), I'd say wearing masks and not meeting more than a dozen people at once is on par with speed limits and traffic signs for driving.

I read about half the books, around 20 years ago, as a teen but stopped cuz I found the female characters too bitchy for my tastes. Maybe now that I'm an adult (with teenagers) I should try again with new perspective.

To me the Wheel of Time will always hold a place in my heart as my first epic fantasy so I am excited to see it, and I encourage others to try it/retry it. Firstly, I am a bit uncomfortable in criticising your vids as I usually find them enlightening & entertaining. That said, I would like to point out that Czech Republic is not the most robust of European economies & therefore an early re-opening after Covid may not be for social reasons, but rather, economic considerations. Secondly - the resurgence of Covid in Czech Rep. since the end of June hovered between 100 & 300 per day until the end of Aug & they are now in the unenviable position of between 800 & 3400 new cases per day through Sept. I can only wonder if the Czech authorities have erred on the side of developing herd immunity at the expense of the well being of the most vulnerable in their society. Although you did state that you admire their decisions on an industry level, I feel you should have mentioned the cost in humanitarian terms. Sorry

A friend of mind whose intelligence I deeply respect raised a similar point. At the risk of over simplifying: Can we trust individuals to protect the most vulnerable and if we can't is the tradeoff of giving up certain liberties to a authority worth the cost?

Personal responsibility? The millennials must be crying by now. Since Covid all they do is blame the government, who yes, have made mistakes but no one can really predict a pandemic. Those waste of skins could not cope with responsibility. I am raising my son in this event and am trying to give him a normal life. He is my joy.

What statistics are you using to make your assessment? Seems like the per capita fatality rate is about a quarter of that in the US state of Colorado, which had a fairly quick and decisive lock down and has a population with a high degree of compliance with mask wearing and social distancing.

@@richdobbs6595 We have one of the fastest growing infection rates right now. The hospital beds are filling extremely fast. The deaths will come. Our health minister just got replaced for incompetence. The government was warned by experts all summer that this was coming but made no preparations whatsoever. Now they're desperately trying to close as much of the economy as they can in hopes that it will slow the spread. We had really good spring, but before we get to the winter, there will be dead.

Damn, asi a man from Czech republic, I can be proud at least of something for once. Just don't think of Czechia like a perfect country, even we have our own Trump and other assholes in the government, like a drunk president (Zeman), former STB agent (Babis), a communist police officer taking part in beating innocent people during velvet revolution (Ondracek). But thank you for this, your channel really makes a person think about deep stuff and I absolutely love that :))))

Personal responsibility used to be a hallmark of american culture. This is well documented from the language in the Constitution to Alexis De Toucueville, to Ronald Reagan. I think we are losing it and it is worth fighting for.

Although I see your point, there is still stigma against Anime and Manga in the West. Also, animation is seen as a downgrade compared to live-action just like comics are viewed as a downgrade from prose. This really sucks, but if some more mainstream western animation studios start putting out more content meant for a wider variety of audiences, maybe anime and manga will be less stigmatized.

​@@vinzingerakaelotakuakatheweebp There are a few reasons I can speculate on. Number 1: Anime and Manga is written by Japanese authors for a Japanese audience. While much of the anime in the 90's and 00's where "Americanized" for the most part, many modern anime hasn't. This leaves a sort of cultural barriers for those people who strictly want to deal with what is normal to them ie American/Western Culture. Number 2: Animation is often viewed as "kids stuff". Many have refused to see that animation has evolved past this. Even animated TV and Movies that have more adult themes (and might even have more maturity than many live action shows), it is still viewed as weird and immature. The same is often said for comic books. Despite Japanese culture not viewing animation (or comics) in that regard, people in the U.S. will still have the idea ingrained in them. Number 3: Weebs. Weebs tend to be socially awkward while being very passionate about a niche hobby. This is very off-putting to many. And although this is definitely not all Anime Fans, if a normie encounters a guy with a hentai hoodie and is geeking out about his body pillow with his Waifu on it, they'll definitely have a bad perception of the whole medium. Maybe I'm being a little to harsh on weebs but I still think my point stands.

WOW...I really did not expect you to mention my country. I soooo love this XD Czech republic is not bad country, neither it is perfect. Our prime minister has some really bad rep and take a little bit too much inspiration from Trump. Recently our people became completely numb toward the virus...and lets say majority has embraced the 'death is part of life' philosophy...Its not all that bad though...at least we are not panicking........

Malaysia has a lot of people who would flaunt and abuse such self-regulatory measures. Because of a minority of decent Malays the rest of the local Malays believed they are better than what local non-Malays label them all. The local Asian Indians do not care for such measures. The local Malaysian Chinese, at least the youths those born in the 1990s onward, should grow up and be sociable of actual substance instead of being bias prejudice for no reason other than because they can get away with it.

"Starved for fresh content?" OK, normally I agree with everything you guys say, but you clearly have vastly underestimated how many shows and movies already exist... not to mention books and other print media. There are so many things that I've never watched or read, but would like to someday, that Hollywood and all other content producers could literally vanish from the face of the earth, and I'd still be set for LIFE.

Everyone decides for themselves which risks are worth taking. Generally speaking, communicable disease has *always* been the potential risk of living among other people. If you don't like that risk, it is you who should make the choice to separate yourself from others. It is not your right to prevent other people from interacting with each other as they see fit. So I think you have this backwards... You can control which risks you take, not which risks other people take. The only reasonable exception to this is where we are talking about some action that has a direct and specific causal relationship to harm via negligence, such as wildly swinging a sword around in a crowded room or - in the realm of disease - knowingly going to a crowded space while infected and trying to infect others. That does not apply to situations where someone is just going about their lives, not being sick or not knowing that they are a carrier. If that's the kind of thing you are afraid of, you should be the one to avoid public spaces instead of demanding that everyone do so on your behalf.

@@FrazerKirkman essentially all viruses are contagious, many of which are somewhat so even when people feel fine. In truth, covid is *far* less dangerous than most people believe. The CDC puts the Infection Fatality Rate at 0.003% for those under 19, 0.02% for those between 20-49, and 0.5% for those between 50-69. Folks over 75 obviously have a higher risk of dying of covid, but what we've actually seen is that the vast majority of deaths are among those who are both very old and who have multiple pre-existing conditions. Over 40% of deaths in the US alone have been people living in nursing homes. I strongly believe this could have been avoided had NY, NJ, PA, CT, MI, and a few other states not actively sent covid-infected patients back to their long-term care facilities, but I would note that the average length of time people typically stay in nursing homes is just over a year, with 50% of residents dying within 6 months... So this is an especially frail part of the population. Many other diseases pose a much greater risk globally even though we have treatments for them (ie. Tuberculosis, from which 10M got sick and 1.5M died in 2018). So, I guess I would say that people who demand others comply with their risk preferences are largely being overly fearful and to some extent have been the victims of an exceptionally hysterical news media that has reported the worst estimates as if they were fact and highlighted the scariest anecdotes as if they were the norm since the beginning... While often ignoring the clearly destructive policy decisions that led to the really bad outcomes for place like NYC. Lastly... The fact that a lot of people believe they have the authority to violate other people's individual rights is precisely why we have a Bill of Rights to begin with. It's the whole point of having a Republic with checks and balances against concentrated power, and it's the very thing I have stressed over and over on this series from the beginning. Giving up freedom for fear is a terrible trade off that leaves people with neither security nor autonomy, again and again. Freedom allows you to take as many precautions for a risk as you'd like. Wear three layers of masks, stay home as much as possible, don't go out to eat or see friends, spray all your packages with lysol if you want... But accept that not everyone will want to do the same.

Surely there is some level of lethality that you think collective decisions on public health would be reasonable? So you are confident there won't be long term effects for covid. If there was a bioweapon release, and government actors encouraging people to behave in ways to spread it, how would you respond?

@@FrazerKirkman in general, no. The state is almost always the worst at making these kinds of decisions. Consider covid as an example. The first thing that happened was that China's government lied about the disease, its severity and where it came from. Then the WHO said it wasn't able to be transferred from animals to people, then it wasn't airborne. In the US, the CDC started screening travelers from China but politics prevented any border closures... Then the FDA stood in the way of individual labs testing people and regulations prevent companies from making or importing tests. Meanwhile the CDC's tests were faulty and the entire process was run through labs in Atlanta, which meant our testing process was exceptionally slow, expensive, and inaccurate in the first month of the pandemic. This, in turn, meant that tests were heavily rationed and only given to the sickest individuals, and that completely skewed the data - making people believe that there was a very small number of cases comparative to the number of people dying, and although it was obvious to many people (myself included) that the way we were collecting this data was statistically invalid and incredibly misleading, reporters ran with it, terrifying the public with massive death rate claims. It took another couple months before we started to get seroprevalence tests and antibody testing that showed that we actually had many times the number of officially reported cases. While all that was going on, governments across the world were pushing covid into the highest risk populations by sending sick people into nursing homes... The Federal government was telling people not to wear masks, then later flipped to say we should...... Honestly, there have been so many major screw ups since this started that I have lost count. And while all that was going on, the rules governments have imposed have cost tens of millions of people their livelihoods and permanently shuttered millions of small businesses. Due to the isolation, depression and suicide rates are up, domestic violence and child abuse is way up, as is drug abuse. Global hunger is massively up and for the first time in 40+ years, absolute poverty is up instead of declining. Death from untreated illnesses like heart disease are also up. I view most of this as unnecessary, but because the state made these determinations for everyone, we not only had no say in balancing the trade-offs for ourselves and those closest to us, we also had no legal means of employing creative entrepreneurship to find more effective solutions to the need to both stay relatively safe and still maintain a life. To the extent that there's a role for collective, political decision-making, I'd think it's going to be in the realm of distributing accurate, up to date information in a timely manner, making recommendations, providing support to hospitals & other care givers, and where necessary engaging in targeted quarantine actions for those who are sick. Early on, I suggested state-based programs to help high risk people work from home or take off work for a period of time, and I think that would have been a reasonable thing to do in this context. What I don't think is that the state should have unlimited power to make decisions for people living in a free society and certainly not to do so indefinitely as has happened this year.

Let Hollywood burn to the ground tbh. I have enough movies I like. Out of new movies, I love about 5%, I like about 10%, I dislike 30% and absolutely hate the other 55%. Everything else Hollywood related (award shows, celebs)? 100% loathe. It's time for Hollywood to end.

A little bit of personal responsibility... well THERE is something that 95% of this country hasn't done in the last 3 decades. It's always been about victim mentality and always blaming someone else for everything that happens. If people literally took a lick of personal responsibility for things you wouldn't have to have made half the content that you have up to this point. I am all for personal responsibility, but I am one of the few out of the many in the US that actually still takes responsibility for their own choices and actions and until our leadership, media, and vast majority of individuals do as well, we'll continue down this slippery slope into chaos.

I got some bad news for you man, you see it too optimistically. I'm czech. There are two morons in charge issuing conflicting statements each day, their reponse to the crisis is a mess to put mildly. I don't know anyone that is employed in film industry here so I can't verify the fallout there, but most other people are definitely being screwed over by the restrictions, which coincidentally, on monday there are being reintroduced harsher restrictions, again. There is not much praise to be attributed to the people in charge here.
