That has nothing to do with who made the call, just what they can learn from interviewing the parties. If you note, the officer points out he sees no injuries to her person. There's no crime they could say hot pursuit, there's no exigent circumstances. And the detainment is not legal because there's no crime they could articulate first. Saying her voice alone was "obstruction" is dubious at best & certainly would not have held up if she had retreated to her home. The 4th Amendment is a real thing.
