Some Beverly Hills residents and business owners are expressing concern for their safety as homeless encampments expand along this affluent city’s border with Los Angeles.
The encampments have appeared along San Vicente Boulevard near Orlando Avenue, just south of the upscale Beverly Center shopping mall. Residents reported seeing a homeless woman, who they believe was intoxicated, lying naked on an abandoned couch.
KTLA's John Fenoglio reports on April 13, 2023.

@@philmccracken179 unfortunately you’re right. But most of these low lives would rather support the actual homeless state of living because of liberal ideals. In the USA, individuals living in cars due to partial homelessness result from a complex interplay of factors. High housing costs relative to income, stagnant wages, and income inequality drive this issue. Job loss, weak social support, medical expenses, evictions, and lack of affordable housing also contribute, while systemic problems and inadequate policies further perpetuate the phenomenon.

Considering the present situation, diversifying by shifting investments from real estate to financial markets or gold is recommended, despite potential future home price drops. Given prevailing mortgage rates and economic uncertainty, this move is prudent, particularly due to stricter mortgage regulations. Seeking advice from a knowledgeable independent financial advisor is advisable for those seeking guidance.

To my horror what greeted me was ubiquitous litter, pollution, sprawling tent settlements - and the human leftovers of the opioid crisis. We have the same problem in my city. Last week the mayor said the city will allow tents only in public parks. The proposed solution is to develop several unwanted pieces of land and built mini homes that would house the homeless. They are not much bigger than a backyard shed with shared toilet and shower facilities. The ongoing problem is that landlords are charging unaffordable rents since there are so few rental units available compared with the demand.

Are you new to LA? How is it that you don't realize that Redondo, Hermosa, and Manhattan Beaches have all been picking up homeless individuals and transporting them all to skid row since at least Jan '97, and probably years before that of which I'm unaware. This isn't a new problem. That's 25+ years of not addressing this issue before it became out of control. Reagan cut all the funding for mental institutions back in the 80s, and that was 2 terms of his, and one of Bush senior, that those building fell into total disrepair. The US didn't have a homeless population until that happened, and then POOF overnight these people were forced out of mental institutions and onto the streets. Some have been there ever since, self-medicating. These actions have long-term consequences. You almost never saw homeless people in any city in the US except for a very small number of transient, low-functioning psychopaths, before Reagan caused the mass closure of all those institutions all over the US and it happened almost overnight.

WHERE ARE THE POLICE???? There is typically some very simple bylaw that is not being applied. 1:16 clearly states this. I am in Vancouver, Canada. We have "tent cities" all over the city and surrounding municipalities. It was recently stated on our news that there is a bylaw that requires all tents to be broken down and removed ....DAILY! So "over-night" ....tenting ....is allowed .....I think in parks ....BUT THEY CANNOT REMAIN DURING THE DAY! So my question to OUR police is ......WHY AREN'T YOU DOING YOUR JOBS???? These police in Vancouver are now being paid $122,000 annually ......they JUST GOT A RAISE .....and then they've got benefits, perks, pensions, and pension benefits. And somehow, ONE tent becomes 30 or 50 tents .......and a whole pile of junk littered all around every tent!!! WHERE do these "homeless" people get all this stuff ......AND transport it to their tents???? Lets face and come to agreement ....the PRIMARY PROBLEM IS DRUGS. It is in Vancouver, Canada, .....and every single city and town and truck stop across the entire country. SO WHY DON'T WE STOP THE DRUGS ENTERING THE COUNTRIES .....CANADA AND THE U.S.???? WHY NOT SPEND A COUPLE BILLION DOLLARS AND SHUT DOWN ALL ILLEGAL DRUG IMPORTATION??? This cost would probably pale in the costs drug addicts impose on ALL the support systems in both countries ....policing, medical services, funeral services. WORK WITH THE COUNTRIES THAT EXPORT DRUGS!!! If we don't, it is just going to get worse. .

@@kathleenking47 Please use some common sense. Reagan cut the funding for mental institutions back in the 80s and it's 2023. In other words, those institutions that shut down have been vacant for DECADES now, and might be in extreme disrepair. If they have not been maintained they will be a DANGER to anyone who moves into them, and especially service dogs. We need a temporary solution, in buildings that are already in operation and safe, and people need services in the interim while the work on long-term solutions. A lot of the homeless individuals have untreated bipolar disorder, schizophrenia, and the drug addicts mostly have underlying Cluster B disorders for which there is no medication, and they need long-term therapy which is incredibly specialized and expensive. Those who are suffering from untreated PTSD will most likely be the fastest population to treat with EMDR and get back on their feet, as long as they don't have any comorbidities. This is not a quick fix. The money has to come from somewhere to pay for all this, too. We do not have socialized medicine here the US. Our physicians have hundreds of thousands of dollars of student loan debt they've borrowed and owe. Medicine for profit in the US is a massive problem, as is education for profit. In other countries, they don't have to pay to go to medical school, or to get a nursing degree, or for dental school. In the US, we do. This is a multi-faceted problem that needs to be addressed. I wish there were a quick, easy fix.

I don’t like the term homeless. Some people are just down on their luck, and they may have to live in their car for months at a time, or stay with friends or family till they get back on their feet. So they are temporarily without a home. But these encampments are mostly made up of people with mental health issues, such as veterans with PTSD. This is permanent. Someone down on their luck doesn’t defecate in their pants. Those with mental health issues need help. If they could vote you’d see how fast they’d be helped.

Its really sad. We had a local homeless person aka addict/mental health person in our neighborhood. Took nearly 3 years of him screaming, howling and crapping on the street at all hours before he got help. He only stopped a couple days a month when he got paid and was able to pretty much be comatose on drugs, or for an hour or two during the daytime when he slept I guess. The rest of the time it was like having a banchee out in front of your house. The cops were called all the time, in fact this neighborhood has the police station at the end of the block but nothing was done. Finally a couple months back he started banging his head and falling all the time and they fitted him with a special helmet. When he started removing that and nearly killed himself the "ever kind" lefties did the unthinkable. They put him against his will into mental health treatment. Unfortunately I think it was too late to save his life. People who think they are so "moral and kind" because the only people whose activities they want to control are the tax paying, law abiding normal folks, otherwise allowing people to sleep in the elements, live in filth and take drugs day and night is ok with them. I sometimes think these lefties are so afraid they are going to be told they can't smoke pot or take their recreational drugs they are willing to forfeit anyone's life who has the misfortune of getting addicted.

Compassion exhaustion. For every 1 person that cares there is 10,000 needy hands and hungry mouths. Dont believe? Look at the stats. Look at the bottom billion. 8 billion people in this world. We are the top 100 million. So for 100,000,000 people living the american dream , whil 8,000,000,000.. people in the world. Let me break down to smaller number 1 out 80 people have american dream. The bottom billion people.. live off less than 1$ per day. Some places work 14 hours a day digging for gold dust so they can get 1 or 2$... And then buy a loaf of bread. Then live in their rent free hut, drink ground water, sleep in dirty clothes or donated clothes we export over seas. A whole village of desperate poor people that make you feel like a billionaire if you have 20$ in your pocket. Then there is the phillipine kids community that live in the slums. A whole slum village. Eating from dumpster and landfill filtered food. No rent. No school. Dumpster clothes, dumpster food, dumpster shelter. They grow up from childhood to adulthood. The idea of a mcdonald cheese burger is like heaven to them. Their play ground is the dumpster. Of course.. the mothers scrap metal and tins.. for couple dollars a day.. but they also have like 12 to 15 kids.. in the dumpster area. Some from rape or lack of condom and some because they know half the kids wont survive or die of some random stuff. American history used to be a bit more like that. Before we had vaccines for chicken pox, etc.. people use to have more kids in the farms and had farm workers toil the land. Life gotten way easier with technological advances. In fact most people have the whole internet in thier hands. Knowledge at the tips of the finger tips. But life is really hard for alot of folks. Accepting this situation. The burden of life. So what i am saying is.. nothing changed but it got easier for us to create or destroy. Imagine.. being a farm boy back in the day of the west. You grow up in some farm. Its dark. Candle lit. Your father just tells you what you need to do. Toil the land. Cook. Kill animal. Have wife. Kids. And repeat over and over. Super boring. Some folks opt out. Life is super boring. But super easy. Hard on the body but easy. Just wake up. Toil land. Live. Now its different. We dont farm and its less harder on the body. But we still got use our mind more. Since we got construction vehicles, tools, power tools, internet, computers. Whatever. Anyway.. this world has to move forward and we are going to have growing pains. Just like how kids have growing pains going to school. Its a drag , mom!! To go to school!!! Lol 😂 ahh growing pains.. only if we could remain babies forever.

BTW, I reside in a city that as soon as a tent goes up in a park, sidewalk, or neighborhood, the cops are there warning, issuing tickets if necessary, running their ID'S, and taking them to jail if they have warrants or refuse to remove their tents. Also the cops enforce parking hours so campers do not move into streets. Those minor laws if followed on the books makes or breaks a city.

Go to the police department with a friend to film you. Watch how quickly they will force you to leave the public property by them. They ignore this next to people's homes and businesses. However, they do not ignore if it bothers their personal lives. As an alternative, park your RV outside councilman Katy's house. Again, film it and post on KZbin how quickly you will be forced to leave or given a ticket.

It's like you're so young, you've completely forgotten it was Ronnie Reagan who, with one swipe of his pen, cut all the funding for mental health institutions across the US and cause, almost overnight, the first homeless population since Hoovervilles sprang up in the depression. That was back in the early 80s that happened, and he kept them that way for two terms, and his former VP Bush Sr. upheld that for another 4 years for a total of 12 years of no maintenance or upkeep on them. Now, I'm guessing you know what happens to buildings that are left empty for several years. They became unfit for workers, much less to house mentally ill individuals. By the time 1993 rolled around, and we were in a full-blown recession, there was no money to make the massive repairs from lack of upkeep over the last decade. When I lived in Manhattan in 1990, these now homeless individuals were freezing to death sleeping on the metal grates on the streets because the homeless shelters were so violent and dangerous. The city was giving people 2 options: a one-way Greyhound bus ticket back to a family member or, if no family member would allow them home, they had to go to the west coast so at least they wouldn't freeze to death on the street overnight. Those were brutal winters back then, not like the mld NYC winters of recent. You need to direct your anger at the empathy-deficient narcissists who created this problem Ronnie Reagan and George Bush, Sr. Go rage at their graves. They started this nightmare that, by the time anyone could try and change it, was going to cost the US a fortune in the middle of a huge economic recession. This was a nationwide closure of mental health facilities, too. Almost overnight, I learned as a child what homelessness was. I had never seen more than a handfull of homeless vagrants in my city prior to that nationwide closure of mental institutions. Now, in 2023, the problem is so massive...but it did not start recently. Heck, when I moved to Hermosa Beach in 1997, the police would load up any homeless individual and drive them down to skid row. Guess what, I was there law weekend and there are still no homeless encampments, so they've kept on doing this. You need to learn some history.
@ritar6769
@ritar6769 Ай бұрын
It doesn’t matter if they’re rich or not because some neighborhoods and some people tolerate these encampments versus making a big fuss with their city council members and voting them out. However, this man said he’s been on the streets for 13 years and has been in and out of homes and shelters. Most likely that means he wants to do what he wants to do without any rules and they won’t allow him to such as drugs. He’s going to be back on the streets. So no matter how many resources we give, if they’re not willing to clean themselves up there’s so much we can do.

It's one thing to be homeless and have no choice but to set up a shelter in places where people don't wanna have to look at it. However, it's an entirely different situation to continue to bring useless trash back to your tent. I.E. Broken pallets, broken chairs, bike frames, etc. That's the point where people put their foot down and want them gone. I understand that "one man's trash is another man's treasure" but it's unacceptable if you're living in a tent on public, city streets.

It doesn't just happen there. I happens everywhere. I live in a state that has a Republican super majority and we have homeless camps. And while we have really short and mild winters, we don't have the year-round nice weather they have in southern CA. One camp was just off of a highway and a major road and I went by it every day going to work and coming home. The piles of trash was insane and it got worse and worse as it went. A couple of weeks ago, they were finally ran off and it was all cleaned up. before that, they were on the north side of the highway, kind of hidden away until the camp got out of hand and they started burning tires. They moved to the south side after getting ran off from the north side. I'm sure they will pop up somewhere nearby soon.

One of the major problems is simply the high cost of LIVING, sky high rents and home prices here pretty much all over California. These landlords and property owners are asking way too much for $$$$$$$$+++. Just saw last night that 187,000 jobs were created last month, and more than 750,000+ started looking. But really, what kinds of jobs? Not stable 40+ hrs per week with benefits, pension guaranteed, etc. No, more like "would you like fries with that"?. Isn't Walmart still the largest overall employer in the US?. Wages need to be equal in every state, must be someway to do this. Probably another problem is some states have higher taxes ( Cali for sure,) than others. Even $15 an hr is not enough at 40 hrs per week anywhere ( at least in CA), In fact , the minimum wage went up to about $19 per hr in West Hollywood,CA, I get $18pet hr +$25 bonus for completing whatever shift I work at a Bakery in Anaheim ( PT, Temp, on call) it's a Union Shop been in business over 90 years.
