Let's not get overexcited. These people are usually ignorant fools from ignorant foolish families that need the money while smart Thatcher, Blair etc sit in their offices recruiting cannon fodder. The UK does not have adequate housing for all, but it does have benefits for all, so he obviously mishandled several things during his breakdown, and even more things before the breakdown to be left without even a bank address, no UK friends or family to accommodate him with a postal address basically. Finally, I am a bit worried he did not state the obvious "I need 25 pounds to get my photo ID back", considering the photo ID should be enough to get him some banking facilities and the gov money.
