I guarantee 100% of those rocks in her tire are from driving on public roadways full stop. If you check your tires every week like I do, there is always small pieces of gravel and there will always be because they build the roads with asphalt ROCK mixes that degrade from thousands of daily drivers. If you don't believe me, check your tires. You probably gain a pebble and lose a pebble every day in your threads. She's "delulu" as the kids are saying. There is nothing fundamentally very different with her hedge and a hibiscus hedge, so she's also a hypocrite.

I used to have a neighbor like this (now deceased) They called city inspector a lot and even complained that I don't spray my yard with weedkiller. I told the inspector that if I got harassed one more time that I would see him and the neighbor in court. Never heard from him again.

I have lived next door to my current neighbor and her family for almost 35 years in a NO HOA community. At this point, I consider them to be as much my family as my real family is. We have grown up next door to each other and have helped each other through numerous issues. From house repairs, to shared fences, to landscaping tips and so on. A real example of this is that I actually had a neighbour who changed their driveway and while I wouldn't have a problem with it normally the change in the literal sense diverted the water away from the storm drains so when it rained my driveway ended up getting a few inches of puddled water on it. If the inspector came out and used common sense on a dry day they likely wouldn't see the issue. In this case I do think it's overboard and the neighbor is just crotchety but if the code says one thing the code should be changed. Honestly if I was in that persons situation since there is nothing stopping the neighbor already I would just fight fire with fire and call on code violations on that neighbor until they agree to a truce

It’s why I moved out of the city to a small back waters of a town in the middle of the Aussie Outback. Best move I ever did, now I have friends who ring me up when they have not seen me out about to make sure I’m good, so many of them help me coupe when Dad started to get micro strokes that put him in hospital for almost a year. That’s what good neighbour as meant to do, look out for each other like it use to be like back in the 60-70’s even the 90’s were okay, but ever since we turned over to 2000’s people have started to get down right nasty and picky in the cities, and all that cr ap happening around the world is just mind boggling.
