Honda 3813 2 cylinder tractor. Barn find. Will it run after 15 years?

Saw this garden ride on lawn mower tractor being offered on Facebook just up the road from me, it was in the garage of a house that someone had bought. What will it take to get it running. Spanners, fuel? Screwdrivers? Vice Grip? Luck? GX360 engine.

Just replaced the starter on mine. Sat for two years so I’ll be cleaning the carburetor thanks to your video

I’ve had a HT3813 for 13 or so years now. I try to keep it in the best condition I can. Last fall I bought another one (like yours - no mowing deck). I mostly bought it so I’ll have a spare engine in case the unthinkable happens. I intend to keep it as long as possible. They are very special machines. Good luck with it. Have fun!
