Does it matter if the two lines are not horizontal? Because I noticed on the one that's on my car now the two lines are at an angle and they are not horizontal. Do you think this could be what's causing the leak? That it's not sitting right because the lines are not horizontal. I'm wondering if the cap needs to be replaced or if I just need to realign it.

Hi, I think you are right. I am just following what is in the original position but I am thinking right now, I didn't see any orientation that needs to follow in the inside part of the plug or cap. The main reason of the leak is the o-ring only. In your case, if the o-ring is worn out, it will still leak even if you adjust it.

Can I use engine degreaser for the cleaning or does it have to be carb cleaner?

D greaser will do. It is just happened that carb cleaner is available and it is fast drying too.
