Are you using construction paper or cardstock?

Very thin 120g cardstock, but normal copier weight paper can be used just as easily, c x

Goodness! I'm not sure you can easily get paper that big! If it was that tall it would need a much bigger circumference and you would need a lot more layers otherwise it would tear when you tried to open it. You could try making it as separate sections that you could slip over an upright pole, each section getting narrower as it went up. I'll be honest, I think you would struggle to get it that big, c x
