Depends on where you live in some areas of the USA the fire department is a voluntary fee. The problem is, if your house caught fire they would only rescue any people trapped inside, they wouldn’t take the payment after your house is on fire they would just make sure it didn’t spread to any homes that were paid up.

Keep in mind, that sort of shit had been the norm since the times of the Romans. Marcus Licinius Crassus, a Roman plutocrat and the (karmic) Fool of Carrhae, was particularly infamous for having become rich for not just having his own fire department, but letting houses burn down so he could buy the terrain where the ashes lay. It wasn't until Nero, of all people, made the Vigiles Urbani (public watchmen akin to the police) also perform public fire brigades, and enacted codes in order to prevent this sort of shite.

Video is false, the first three fire brigades to show up to a fire would get paid, and any after that wouldn't and would usually stand off, which is probably where this folktale came from. And it makes no sense to just not put out a fire, economically its good because it protects nearby buildings that ARE insured, and morally it's good, obviously. And people didn't have documents to state which brigade they were with, they had a sign pinned to the front of their house
