Spot on about pretty much everything said. About brutal : I'd simply add I wished it wasn't such a game changer on primarchs. these demigods should at least have a chance to mitigate this very powerfull rule.

What initially made HH great was that everything was balanced by 1 person. It wasn't handled by committee and then the people who balanced Space Marines balanced the Mechanicum and Imperialis. When Alan Bligh died, the internal balance fell apart. He had a system that kept each legion in line with each other and was only hamstrung by FW getting models out.

For me HH needs several changes The balance changes with the dreads you mention are much needed. Vehicles would be better if you rebalanced the dreads alongside what you said would be the first step. I'd also increase every vehicle Hull point by 1; Reinforced vehicles can't be destroyed by the first penetrating hit (maybe extra hull points instead); and reduce points (approx 20 points, higher for land raider etc). The squadron rule needs changing too to prevent damage spillover. Rhinos should have increased Front armour to 12 to give them much more resilience. The inability to return fire reaction thing I don't mind because fighting in an armored compartment is very cramped and you often don't get a wide scope of the battlefield so the restrictions on returning fire seem fitting to me. So the points of the vehicles have got to compensate for this restriction. Nemesis bolters and volkite culverins seem undercosted. I think they should be nerfed, make precision shots harder and reduce rate of fire of Volkites imo. More missions OBJS for sure to make line worth it, and try make it more accessible to ther units. My most controversial take would be this game would benefit hugely from a Bolt Action system as I go you go encourages so much alpha strike its ludicrous. Bolt Action activation would make use of reactions so much more tactical than zero-sum currently.

I think Brutal could be "make X saves per wound" and not "save X wounds" because as it is, brutal is too efficient at killing high toughness multi-wound models as well as instant deathing models. Doesn't solve the problem of them still mangling praetors, but at least it would be an improvement. It would also drastically reduce the impact of it on primarch fights because you won't have the combat monsters being simply "volume of saves"'d into the ground by sodding Lorgar. Similarly, I think they should clarify that units can only react once per _turn_, so a unit that returns fire can't overwatch or hold the line which would make people choose their reactions more carefully. I also think return fire should be snap shots with heavy weapons (maybe unless you've got relentless) which would help ameliorate the lascannon spam.

I think ap1 should do something extra vs dread type stuff. It's silly that melta can do w1 to a dread ( that will get a 5++ ) or one shot a spartan that gets no save. My issue with dreads is the bs5/ws5 with the great guns and as you say,brutal weapons. It's crazy that Ascended Horus wielding world breaker is worse than a dread fist or an IF solar gauntlet. The 3+ armour on contemptors would make a big difference. What if brutal was like exoshock where its on a dice roll that it does forces an extra wound. Vehicles should be able to return fire with non ordnance if in los etc. They should also have more Hull points and they need some kind of save mechanic. Vs non vehicle you hit,wound,save. Vs vehicle you do not have that save chance at all. I'm not sure how to do the save but something needs adding in to improve resilience I also think there needs to be an faq to lift up a few lf the poorer legion tactics / gear and sort out the nonsense units like huscarls

I completely agree with the comment that it's garbage that vehicles can't return fire, really limits their usefulness. As far as the vehicle damage table, I like it as a mechanic, I just wish they had not have nerfed vehicles so hard. Lots of weapons are not as good as in HH 1.0, they gave most vehicles more wounds but overall they are very underwhelming.

Even regular claws destroy them. Na they need the 2+, just give krak missiles breaching and maybe make contemptors 5W.
