The technique they are using is called "rotoscope". The animators draw over the real people. Now its more ease with the digital cameras but is not really a popular style since it need to maintain real body proportions instead of the super stylish anime or normal western animation. They could do a 3d blend using Suisei avatar but that wuld have mean also making extra wardrobe, the rest of the dancer too etc etc...and that is sure more expencive and not probably what Suisei or the director wanted to do here.

As vtubers uses avatar all clips ar animations, Some are simple slideshows, most because the cost. Suisei and some others have a incoming large enough to fund a product this quality.
