After a police chase with an otherworldly being, a New York City cop is recruited as an agent in a top-secret organization established to monitor and police alien activity on Earth: the Men in Black. Agent Kay and new recruit Agent Jay find themselves in the middle of a deadly plot by an intergalactic villain who has arrived on Earth to assassinate two ambassadors from opposing galaxies.

Simple, the arc net only protects against attack from one species. Specifically an attack from the Boglodite race.

That was only for the Boglodites, this is set long after the majority of them died from starvation leaving Boris in Lunar Max Prison as the last of his kind. By this time the ArcNet is considered obsolete, if it did prevent other alien attack, chances are that The Bug and Sirleena wouldn’t have made it to earth. Clearly not the case.
