No idea. Maybe he knew he was fucked, and was pissed at the cop for putting him in this situation? Or, maybe he was looking for an opportunity to make a run for it and he was gonna go for the border patrol vehicle? Who knows... Maybe the simple answer is that the writers wanted to set the tone for the movie and didn't put too much thought into this scene. The rest of the movie would have been fine without it. Sure, when the old guy talks about retiring it mirrors the scene later on when K has the same conversation with J, but imho the concept of getting old and retiring doesn't need to be established by a throwaway character ahead of time...

Uncle Rico can transport illegal aliens and pilot a rickshaw for Kramer and Newman, I’d like to see his drivers license qualifications.

I adore the thematic consistency of K, working for an organisation that handles extraterrestrial asylum and immigration, being totally cool with immigrants of the terrestrial kind

In movies why do people always just stand there and yell when the danger is coming towards them? Why not run 😂 it makes no sense

The hilarious thing about that: Agent Janus went from acting like an obnoxious and pompous authority to acting (and screaming) like a helpless damsel in distress.

Tommy Lee Jones' spanish is almost perfect, although he speaks it with a very deeply mexican accent. I'm native of spanish (from Spain, to be exact) and could understand him every sentences.

Imagine it was the other way around, a human illegally in a allien planet that doesnt know there is more inteligent life outside and the equivalent of mib there controls the access to that planet. The human gets caught by to alien mib agent but charges at a bystander only to be shot and explode in a red gooey mess over the local flora and the alien bystander

My interpretation of Mikey's dialogue: Mikey? Kaaaay! It's so good to see you again. Still haven't hung up your spurs huh? Mikey when did they let you out of jail? I had to get away. Political refugee. Right. You know how many treaties you just violated? I dunno, like, maybe one? One? Yeah! Try seven. Seven? That's...crazy man, you making me sound like some kind of-- That's enough Mikey you hand me that head. Awww...grrrr...why you always gotta bust my chops, Kay? Seriously... Put up all your arms and flippers. Aww come on. We're all just little specs trying to get by in this universe. I mean it's not that different from those humans in the truck that were--

The idea of the Men in Black is awesome. I wish they really existed, or maybe I wish they didn't. I don't know, but this scene is awesome.
