I hope the spring onions were washed first but I don't think they were given Kay's comment about insecticide. Just removing the top layer won't remove the insecticide etc, or germs from the supermarket. They need to be washed. So does the basil. Yes you can use the whole leaf. Cutting herbs is easier with a long bladed knife too.

Hot dogs and tagliatelle looks right good. Proper tasty and that lot. I remember one time when I was abroad somewhere. I got stranded in the country without food and water after a pick pocket picked my pockets and stole my wallet and passport. After several hours of wandering the streets wandering the streets I was proper hungry and that lot but had no money to buy myself a feast. Out of frustration I kicked a bin over and to my surprise a a dog that had passed away tumbled out. Being so starving I used a bit of broken glass to cut one of its legs off and ate that before making my way back to my hotel where I discovered that I had not actually been pick pocketed. My passport and wallet had been handed in to the hotel reception after someone found them in the lift, where I must have dropped them. Despite all that, the dog leg meat was actually quite scrumptious and never gave me any diarrhoea at all. Fumbs up.
