I have a theory regarding this music, and why it's the only unique song in the game not used in gameplay or on the menu. See, if you look in the game data, the level files go from L5 (Ludwig's Thump Castle) to L7 (Wendy's Blitz Snarlton). L6 is missing, implying there's a cut hotel. And since Iggy is the only Koopaling without one in the final game, it's likely Level 6 was going to be Iggy's hotel. Now, logically, there needs to be a cutscene that transitions from Ludwig's hotel to Iggy's, and then one from Iggy's to Wendy's. And just like all the other cutscenes, the music for the cutscene would use the motifs of the relevant hotels. I think that when Iggy's hotel was cut, they didn't bother to change the cutscene music, and just smashed the two relevant vocal/animated parts of the cutscene together (if it had even been made at this point), leaving us with the most infamous line in the game being underscored with this most infamous bop. Just think! This could be the last remnant of an entire theme that's just been lost to time!

I'd like to think that the cutscene was going to be Mario and Luigi going into Ludwig's hotel, and they would be hearing some spooky song from the hotel lobby. And then this song would play during his level

According to an interview with one of the game's artists, it seems like Iggy's hotel would have been themed around... cheese. Apparently the art for the cheese hotel was so awful that they fired the artist responsible and cut the hotel entirely (Maybe that's why the music has that "mmm" sample: the vocalist is just expressing how tasty he thinks the hotel looks!). Anyway it's a damn shame, I think Iggy's Four Cheeses Hotel could have been pretty funny to see in-game.
