They weren't a peasants. The power of Valyria was build on two pillars: dragons AND huge fleet . Obviously the the dragonlords were more prominent and powerful but It's hard to believe that the families connected with fleet like Celtigars or Velaryons were completely insignificant ,thus being some sort of peasants in Valyrian Freehold

I hate the pronunciation. It's supposed to be a hard c.

I have heard it both ways. The GOT rpg pronounced it with a soft c too.
