Mitigation means they fixed ot so that in the event of massive flooding, those in the big city aee saved and those in the more rural less populated areas are expendable.

For example, some towns will have a static (or twin activated) diversion channel that moves excess water into farm fields rather than overflowing into the town proper. What exactly was done here? He doesn’t say. Did they divert flood water through certain storm sewers resulting in a few collapsed and washed out streets?

@@scottvhmI believe they built a small dike at I-29 exit 4. It ties into the existing levy around North Sioux City. That forces higher waters into McCook Lake. It’s quite likely a lot of water was going to go that way anyway.
