They look the same but the key difference is the timing, The "regular" combo "extends" the hitbox by flash Late into the E, this is what let's you redirect it. The Korean version Flashes really early during the E which cut out all the travel time and makes it instant/ harder to react to, at the cost of less range.

Isn’t it fairly easy to track XP based on when your laner levels up before you? If you see him level up before you at lvl 5 and your at 75% XP when he levels up then you can estimate he’s gonna do roughly the same at 6. So if your XP bar is at 75% and you know when he leveled up to 5 it was about the same it’s stands to reason it would apply at 6. Even if it’s not perfect you’d probably still be able to dodge a combo like the one shown at around 6:00 because it would be like 1-3 minions and you could just sack the CS and take the XP over handing over 300Gold to the enemy team and possibly more (turrets plates, more cs, xp) (75% is a random number to prove a point dont read into it)

R cooldown is already very very low, so you have gragas R up ever 50 seconds anyway. You really dont need it more often because fights wont happen faster than that.
