FYEO (For Your Eyes Only) is a sub-classification of security clearance. You can actually have completely unclassified materials that are labeled FYEO. It's very similar to a "need to know basis", just far more specifically designated. And, yes, it can come with a condition to open, such as a specific date or particular circumstance. It usually means 1) that the information or orders contained are exclusively or initially the recipients responsibility to take action on, 2) if you are not the recipient, and/or the conditions are not met, you are not allowed to view the contents, regardless of your security clearance, and 3) it often contains some level of authorizations necessary to take action. Also language like "as may be necessary", "make such use of", "at your discretion", or "as you see fit" are only pseudo carte-blanche statements within the military. They usually come with the unspoken stipulation that what you do is of tactical or strategic benefit to the military goals you've been given, and in keeping with the standards of conduct expected. This almost never means "the rules do not apply; go wild, my guy" xD It's more of a delegation of authority to decide how something gets done /within/ reasonable bounds. So the Captain of the Charleston here has been given a task that is his sole responsibility to complete (FYEO - Condition: Out of view of Hawaii, so that no spies can see him change course), and he has been given the authority to decide HOW to capture the island (the "as may be necessary" clause) and how to use the resources of the island, namely the coal stocks, once the capture is complete (the "make such use of" clause).

Part of the reason he's having more and more anti-communist stuff in his videos is that he's going to college for a history degree. From the sounds it most of his classes are him "arguing" with commie larpers, and by "arguing" I mean he's destroying them. It's gotten to the point where in a recent Unsubscribe he said he's using this high level note taking system so that he can whip out arguments like a duelist whipping out a sword. His notes have _citations,_ complete with hyperlinks. It's crazy. He's like the Hulk, the more they fight him the stronger he gets.

The mention of coal in the orders concerns the fleet's need for refueling. One of the outcomes of the Spanish-American War was the U.S. Navy securing the rights to Guantomino Bay, Cuba. It was meant to be a coal refueling port for that generation of ships. All hail TR and the Rough Riders!

That "sealed orders" thing was an old school tactic to confuse spies and recon. You could be ordered to go in a direction, unseal your orders and have to turn around and Go the opposite direction because your maneuver was a feint to draw eyes or a double back to pull a hammer and anvil. If you had to do something as big as a double back though, it's risky because of numerous factors delaying your outgoing or returning forces. Also, most sealed orders today are usually event or contingency based "if x happens go here and do y with z or just launch all the missiles at a1"

On the Dad gift thing, yesterday (as of the day this was uploaded), my dad had surgery on one of his feet thanks to an infected splinter, so rather than going to dinner like we usually do I got off work, brought stuff to make tacos and while at dollar general I saw a hat that's sort of like the low budget version of Caldoon's hat from Jurassic Park with the lil strap around the chin, so my dad's gift was just a home made meal with my mom and I and a cool mowing hat.

Sounds like our day yesterday. Dad's 90 and not getting around like he used to since he broke his leg a couple of years ago. Put roast in the slow cooker, and I got him a flashlight headlamp for its to rig to his walker and a pair of binoculars to do some bird watching.

Sealed orders in the navy are usually kept in safes aboard the respective vessel, as seen in The Hunt for Red October. The person who places them there can be one of a variety of people, but most usually it's either the Captain, or someone with security clearances under armed escort AND the captain (who has to open the safe).

I was in the Navy for 6 years. 5006 years I served after duty on the island of guam. Listening to the story just made me smile a big ass freaking smile it's funny as hell. And if you know what it's like to live on the island of gone, the story is somehow not very surprising. I mean their motto around Guam is Hawkeye die. It sounds like half day. Meaning like it takes half a day to do whatever works that a normal person would do in one day that's how likes it is over there.

Not military but I did IT for a DoD contractor. Orders would have come in some kind of envelope or similar that is clearly labeled with the relevant info on it. Idk if it would say for X persons eyes only or what exactly but there would be clear markings indicating how classified it is/who can read it. This is assuming they used similar practices back then as today. Today things are clearly marked "confidential", "secret"', "top secret" etc. there's markings externally and usually something on the first page inside too. Relevant disclaimer: even with my clearance nothing was "need to know" for me so I do not actually know even any mild state secrets.

The Spanish American war is by far a war that Americans should be educated more about as a following up to the civil war. One war almost broke the nation apart and when it was over it left a level a hate between fellow Americans that was still never healed even with the efforts to rebuild. The other brought a nation together and when it was over just about everyone coming out of it felt like a brother and rebuild a level a pride in a such a way that was largely never felt before. There's a great doc called "Crucible of Empire The Spanish American War" objective and fair and brings different points of views and context leading up, during and after the war. I also commented on this rant he did as well. "As much as I don't like the hell that is Cuba and knowing people that did what they can to flee it that isn't really a good argument for why the US did the Maine. A more likely argument would be the US Navy only had a so many of able or modern ships at the time and even loosing the Maine would not be worth hitting if there would be a crisis. Even in the context of this war and leading up to it we have to remember the US wasn't what it is later on when it comes to its means to wage war and though Spain might had been on its last legs it wasn't this weak thing we remember it to be and what it had on hand wasn't a joke."
