The LCMS Lutherans, says an Apostle is one who was with Jesus when he was alive or like Paul who met Jesus on the road to Damascus. Everyone else is a Disciple.

Jesus Christ (GOD) chose His Apostles. They (Apostles) did not choose each other. That’s why Paul was truly Judas replacement to make 12 again (not Matthias) or that would be 13 and the end of Revelation says there are 12 Apostles (Rev 21:14)
