@Left Ok, my definition is similar as you but I also believe sometimes there is no way to execute the idea except but innocent ppl or civilians will still have to face harm. If all civilian come to your side then they will not face such harm. Just as if in Afghanistan, all Muslim side or join the Taliban movement against US-Kufr and it's puppets then the civilians may never face harm but civilians didn't join and face harm when the Taliban do counter attack.
