Somewhat contradictory statement😅 When people are playing roles they are not that confused but when something unpredictable happens in a matter of seconds there is necessarily some confusion even when the people are trained. From the videos you can see that secret service agents are not very confused. Obviously they can’t know exactly what happened, exactly where the shot came from, are there other assassins nearby etc. You can see different agents looking to different directions as they should do (and not everyone in the same direction). They react in seconds in a ways that are contrary to normal reactions. They don’t take cover, they run towards the danger etc. To react like that you see on videos takes lots of training. Movies are an another thing but in real life there is always a little confusion due to the nature of situation. Certainly some big mistakes were made but agents reacting in that situation do rather good job.

In an assassination (attempt) conspiracy it would not make any sense to include hundreds of ordinary people in it. The fact is that people really didn’t realise what was happening that fast. It’s normal. Many people probably didn’t see he was hit at all or realise that shots were fired. Agents react fast because they are trained for this but normal people don’t instantly realise they might be in danger or what to do. When people start to realise something is really wrong there starts to be commotion. They also see Trump standing and raising a fist so they have a reason to believe for a moment that maybe nothing really serious happened.
