They had little time to do anything and there was likely difficulty communicating with each other and understanding with the lively crowd. Look at the actual crowd size. There's a wall of people and where the suspect was is beyond the crowd. Takes time to investigate just by time it would take to walk and run around to get where the suspect is without arousing his suspicion and spread then word to all the teams. They have to see exactly where the suspect is first. Then, the ladder the suspect used to climb on the roof was behind a tree in the building's alcove. 4 minutes to react at most from when the speech started and the witness alleged he alerted authorities about the suspect and firing? This isn't a show or a movie. Turn off the entertainment and learn how the world really works. The Authorities are guilty of leaving the building the suspect was on out of the secure zone.
