I'm interested in buying this application, but there's something I want to ask, does this application have a feature to export the model into obj file

That is something this app was not intended to do. It's meant to be a reference tool for artists, but does not provide access to the obj information for export. (The character and rigging were created in Blender and Unity.) You can save up to 40 poses/scenes. But the only "exporting" capability is to save a screenshot to your photo album. This is still very useful, since you can hide the background and your image will be saved with a transparent background, so you can import it into Photoshop or Procreate. The Pose Tool 3D Pro (on Steam) has the option to export .obj files, if you haven't come across it yet

Question, does this app let you IMPORT models? Or does it only let you use reference models it provides in app?

It only lets you use the models it provides. You need to use a more robust program to do that. Two free ones you could use are Blender and DAZ Studio. (Blender is actually the app that was used to create the models for Pose Tool 3D)

Pose Tool 3D does not allow scaling of the mannequins. You might want to try PoseIt or ArtPose Pro, they both allow scaling.
