Well, Marshall slapped Barney when even the commissioner believed he Marshall was correct. The three Barney slaps were justified because Marshall didn't correct everyone when he should've. Then Barney, after learning of the dangers of Premature Slapulation salpped him before confirmation was received, therefore amping up the punishment. Slapsgiving came through because Barney was being a jerk about the previous verdict, and I believe thats the end of the potential bullshit ones.

The episode set a precedent that because Marshall not only prematurely slapped but also _lied_ about the outcome, he gained three slaps. I was rewatching this and ran into something. In the episode Girls vs. Suits, Barney had to stop wearing suits to try and hook up with the bartender, Stacy Kiebler as Karina. When Marshall sat down while wearing a suit, Barney was rubbing his face on the sleeve of Marshall’s suit. To make him stop, Marshall slaps Barney. That should have counted as a slap and Lily was sitting right there when it happened.
