From my experience, PGWP is a territorial rule and not a provincial one. So changing provinces doesn’t affect it but please do more research on this.

I want to clarify something. So your timeline is 1 yr student visa + 3 months extension, then you got another 1 yr student visa, afterwards you got granted a 3yr PGWP? The second program of one year will together get you 3year PGWP. Remember you are extending your study permit, and not study visa. Applying for TRV is when you wanna travel outside Canada and would wanna come back. Some 1year fast-track programs get one 3year PGWP, sometime IRCC considers the total unit earned.
