The reason it was just a fusion of doduo and dodrio in place of Hitmonchan and Hitmonlee, was because those fusions replaced where Hitmonlee and Hitmonchan originally were in the Pokedex, and the creator didn't do anything to change what they were supposed to be.

Geeeeez, that Mewtto design looks creepy...which I weirdly love. That's so messed up. What a curious fusion; the Pokémon that can learn any move...and the Pokémon that can transform into anything...temporarily. Mew + Ditto. Mewtto. Kudos to the creators, and specifically whoever came up with that one.

Pretty sure the reasoning behind it is that there's books in the old mansion mentioning how ditto was a lab experiment created using mew dna (also why you can't breed them with eachother, they're a synthetic mon like Porygon "even tho pory can still lay eggs for some reason" -or type Null)
