does the wordpress site overlay plugin not affect on page seo ? or any seo? was curious how it works technically

I've been using it for several years now and I haven't seen it affect site/page rankings in any of the domains I've used it in. None of the people I know who used it have also ever seen any drops in rankings or anything like that. In theory it should, since you're adding new html on top, but it doesn't which is good :)
