Exactly my thought. The service ceiling of the MIG25 was said to be around 80,000 Ft and I am sure that it being a fighter with "rockets" for engines it could possibly touch 100K ft.

Fast moving aircraft like mig 25 or sr 71 normally don't use any type of missiles because their speed is faster than the initial speed of missiles. Which increase the chances of aircraft and missile collision itself that's why most of the faster moving aircraft used for surveillance purposes.

They didn't want to risk gunning it down for the fear of one of the rounds shredding the equipment completely to pieces. So they went for Fox-2 shot that 'll instead headed for the balloon since it 'll put up quite a bright image on the heat seeker compared to the equipment itself.
