No, PET cannot be converted to PVC -> PET is a variant of Polyethelene, while PVC is based on Vinyl. What I see here, is that the PET is ground up, and MIXED with virgin PVC, pelleted and then extruded in pipe form.

This is an interesting way to make pipe. However the starting material was pop and water bottles which are polyester including the caps that are made from other types of plastic mixed with a binder and other chemicals. However there does not appear to be any polyvinyl chloride polymer. I hope it not being used for potable water after being made into extruded tube.

It is not PET grindings but it may be PVC grindings. PET cannot make PVC pipe.
