I'm doing the same, but there's no waiting list. Criteria hasn't been announced for new tickets but you'll definitely need a matchday membership, and they might need you to have been to a certain amount of games too.

@Lnobbins FC I live in Georgia, Tbilisi And I pay 13GEL (4,15 Pounds) To watch premier league games with Georgian commentary covering all the games not just big ones :D (quality 1080P) I know it is cheap compared to europe especially UK

Hi I am travelling fro India and hoping to watch the 12th Nov Man City Vs Brentford match. It will be my firt experience watching a Premier League match. Not worth 120 but if it’s you’re first game buy it because you won’t be able to get a cheaper ticket because you don’t have enough ticket points

Easier to have cheaper tickets when you're bankrolled by the financial resources of a state. There's the club location (everything tends to be less expensive outside of London) and recent history of being a smaller club to consider as well of course.
