Vim’s origins date back to the 1970s, when keyboards did not have dedicated arrow keys. The hjkl keys were designed for that environment and have remained a part of Vim's legacy, which some view as an efficient solution in that historical context.

That's right. Bill Joy, the original creator of vi editor, was using an ADM-3A which had arrow symbols on keys HJKL, so he adopted it for cursor movement. Vim and Neovim inherited this decision and it persists to this day
